Process and procedures for importing frozen seafood products

Step 1: Apply for an import permit from the Department of Animal Health for aquatic products

Firstly, everyone needs to check if their partner is on the "List of Foreign Enterprises Allowed to Export Seafood Food to Vietnam" or not?

In case the partner is already on the list, the importer sends the following documents to the Department of Animal Health:

  • The referral
  • Import registration certificate
  • Business registration certificate
  • Commercial contract
  • Health Certificate
  • Permit of CITES agency of Vietnam for endangered, precious, and rare aquatic products according to the provisions of Vietnamese law or the CITES Appendices (if necessary)

If the documents are precise, the department of veterinary authority will send an acceptance letter for the quarantine within five days.

In the opposite case, you need 3-4 months to register your partner's information in the list.

Step 2: Before the goods arrive, submit a set of documents to register for quarantine

From July 2020, the application and sampling procedures will vary slightly depending on the product, but I will guide you on how to prepare the most elementary records and processes first.

The documents include Bill, Invoice, Packing list, Contract, Health Certificate, Permit to import frozen aquatic products, Quarantine Registration Application of frozen seafood products.

If your records are correct, the quarantine agency will confirm and stamp them. Then, you wait for the shipment to arrive at the port, contact them to test, and return the results within five days.

If the results meet the quarantine standard, the certificate will be issued. In the opposite case, you must implement re-sampling and re-test. If it doesn't meet after many time, you have to return the shipment to the export country.

Please note that: if you don't know how to handle the sample when it doesn't meet the criterion of quarantine, your business will be on the blacklist of the Department of Animal Health and Customs.


Step 3: Carry out customs procedures for importing frozen seafood products at the port/airport

A set of customs documents includes:

  • Bill
  • Invoice
  • Packing list
  • Contract
  • Quarantine registration application with quarantine confirmation
  • C/O and other documents (if required)
  • Application for delivery of goods to the warehouse. In case the warehouse has been checked, and the warehouse is confirmed to be qualified). Please kindly pay attention to this, if this is the first time you import.
